Gulf work contracts

The short answer

If you have accepted a job in the UAE, Qatar, Saudi Arabia, Kuwait, Oman or Bahrain, your employer will ask for your qualification, your police clearance certificate and, if family is coming, your marriage and children’s birth certificates, all legalised in South Africa before you travel.

The UAE, Qatar and Kuwait need authentication by the Department of International Relations and Cooperation (DIRCO) and embassy attestation. Saudi Arabia, Oman and Bahrain are Hague members and take an apostille. Start the police clearance and South African Qualifications Authority (SAQA) verification this week; they are the slowest steps.

Which documents does a Gulf employer ask you to attest?

The list varies by country, employer and free zone, but five documents come up again and again. Each has a South African prerequisite that has to be met before DIRCO will legalise it.

Police clearance certificate Most employment and residence visas. Issued by the South African Police Service (SAPS). Quick turnaround times through MGA Experiences’ managed submission channel. DIRCO will not legalise one older than six months.
Marriage certificate Only if your spouse is joining you on a dependant visa. Unabridged Home Affairs certificate. The marriage officer’s certificate is not accepted.
Children’s birth certificates Only if children are joining you, or enrolling in school there. Unabridged Home Affairs certificate for each child.
Professional registration or experience letters Regulated professions: healthcare, engineering, teaching, finance. Issued by the body or employer, often notarised before DIRCO will accept them.

Attestation requirements by Gulf country

The single biggest decision is whether your destination is in the Hague Apostille Convention. Three of the six Gulf states are, three are not, and the paperwork is different for each group.

United Arab Emirates

Not a Hague member. DIRCO authentication, then UAE Embassy attestation in Pretoria. Arabic translation is often required, and any final in-country requirements are confirmed at the time of your application.

Not a Hague member. DIRCO authentication, Qatar Embassy in Pretoria, then the Ministry of Foreign Affairs in Doha.

Saudi Arabia

Hague member since December 2022, so a DIRCO apostille applies. Many employers and the Saudi Cultural Mission still request embassy attestation on qualifications, so confirm with your sponsor.

Hague member. DIRCO apostille. Check whether your employer also wants Ministry of Foreign Affairs attestation on arrival.

Hague member. DIRCO apostille. Confirm any additional requirement with the employer or sponsor.

The order to do things in after the offer

  1. Get the exact list from HR in writing

    Every employer and every free zone has its own list. Ask which documents, for whom, and whether Arabic translation is required. Do not start attesting anything until you have it.

  2. Start SAQA verification and the police clearance the same week

    SAQA verification has its own queue, and nothing else can start until it and the police clearance are done. Run them in parallel, not in sequence.

  3. Check every certificate you already hold

    Unabridged marriage and birth certificates from Home Affairs, originals not copies, nothing laminated. If any are missing, contact us and we will assist with obtaining them.

  4. DIRCO legalisation

    Apostille for Saudi Arabia, Oman and Bahrain; a Certificate of Authentication for the UAE, Qatar and Kuwait. Both are issued in Pretoria.

  5. Embassy attestation in Pretoria

    For the UAE, Qatar and Kuwait, the embassy attests each DIRCO-authenticated document. Each embassy has its own requirements and processing time.

  6. Sworn translation where required

    Arabic translation by a sworn translator, done at the point in the chain the destination specifies.

  7. Ministry of Foreign Affairs, after you land

    For Qatar and Kuwait, the final stamp is applied in-country. It cannot be done from South Africa, and your employer’s PRO, the company’s government-liaison officer, usually handles it.

How long before the start date should attestation begin?

Start as soon as you have the offer letter, and tell us your start date at the first conversation so we can plan backwards from it. If the start date is closer than that

Tell the employer now, and tell us the date. What can still be done is running every step in parallel and making sure nothing is sent back and repeated. What cannot be done is making SAPS or an embassy go faster.

Six things nobody warns you about

  • Taking the original degree abroad unattested. The whole legalisation chain happens in South Africa, and couriering the degree back from Dubai adds weeks and risk.
  • Getting the police clearance too early. DIRCO will not legalise a police clearance older than six months. Time it to go to DIRCO the week it is issued.
  • Apostilling documents bound for the UAE, Qatar or Kuwait. They are not Hague members. The documents need authentication and embassy attestation instead, and the apostille is wasted.
  • Leaving the spouse’s and children’s documents to last. The family’s dependant visas are usually the thing that holds up the move. Their certificates take as long as yours.
  • Laminated certificates and certified copies. DIRCO stamps originals only. A laminated degree cannot be legalised, and the university has to reissue it.
  • Assuming SAQA is optional. Gulf embassies and employers expect tertiary qualifications to be verified by SAQA before legalisation. Skipping it is the most common reason a qualification is not accepted.

Do I need MOFA attestation before I leave?

No. Where a Ministry of Foreign Affairs step applies, as in Qatar and Kuwait, it happens in the destination country after arrival, usually arranged by the employer’s PRO. What has to be finished before you fly is everything on the South African side: SAQA, Home Affairs, DIRCO and the embassy in Pretoria. Which documents do I need attested for a job in the UAE?

Typically your degree or qualification (SAQA verified first), your police clearance certificate, and, if family is joining you, an unabridged marriage certificate and the children’s birth certificates. Your employer’s HR list is the final word.

Do I need MOFA attestation before I leave South Africa?

No. Where it applies, as in Qatar and Kuwait, Ministry of Foreign Affairs attestation happens in the destination country after arrival, usually arranged by the employer. What must be complete before you leave is the South African side: SAQA, DIRCO and the embassy in Pretoria.

Is Saudi Arabia apostille or embassy attestation?

Saudi Arabia joined the Hague Apostille Convention in December 2022, so a DIRCO apostille is the official route. In practice many employers and the Saudi Cultural Mission still ask for embassy attestation on qualifications, so confirm with your sponsor before deciding.

How long before my start date should I begin?
